US warns North Korea still pressing ballistic missile development

The US government warned Tuesday that North Korea continues to acquire materials and equipment for its ballistic missile program, despite claims in Washington that Pyongyang has pulled back on its nuclear ambitions.

In a joint global “advisory” the Treasury, Commerce and State Departments detailed North Korea’s ongoing efforts to obtain everything from forestry trucks for missile launchers to common metals and materials that can be used in rockets, warning sellers to beware of sanctions on the country.

*“The United States is committed to disrupting North Korea’s ballistic missile procurement network and promoting accountability for entities and individuals assisting or providing support to North Korea’s ballistic missile program,” the Treasury said.

The State Department said Pyongyang’s missile development efforts “pose a significant threat to both regional and global stability.”

The advisory came as negotiations between the two countries aimed at halting North Korea’s nuclear weapons progress, launched with fanfare at a 2018 summit between president Donald Trump and Kim Jong Un, have remained at a standstill since early last year.

Nevertheless, two months before a presidential election, Trump and his campaign have claimed success in dealing with North Korea.

North Korea flouting nuclear sanctions: UN report

North Korea is violating international sanctions aimed at curbing its nuclear programme by exceeding a cap on petroleum imports and sending its workers overseas, including a former Juventus footballer, the United Nations said.

Pyongyang is subject to a range of restrictions imposed since 2017 that limit its oil imports and ban exports of coal, fish and textiles.

It has nonetheless continued to develop its nuclear and ballistic missile arsenal, analysts say, despite three high-profile meetings between leader Kim Jong Un and US President Donald Trump.

The UN Security Council on Monday said an annual 500,000 barrel cap on imports of refined petroleum products had been broken in just the first five months of 2020.

A report by the intergovernmental panel said deliveries to the authoritarian state “far exceeded” the ceiling, based on “imagery, data and calculations”.

“The Democratic People’s Republic of Korea and foreign-flagged vessels and their owners continued elaborate evasion practices” to illicitly import oil, UN experts said, using the North’s official name.

The report did not say which countries had been exporting to North Korea but shipments also included luxury cars and alcohol.

China and Russia, Pyongyang’s key allies, dismissed the findings, saying they were “based on assumptions and estimations”.

The UN report said the North “continued to flout Security Council resolutions through illicit maritime exports of coal, although it suspended such exports temporarily between late January and early March 2020”.

Negotiations between Pyongyang and Washington over the North’s nuclear programme are at a standstill over disputes on sanctions relief and what the North would be willing to give up in return.

The report pointed out that professional footballer Han Kwang Song was transferred from Serie A club Juventus to Al-Duhail in Qatar in January in violation of UN resolutions banning North Korean nationals working overseas.

“Although the panel contacted Italy and Qatar on Mr Han’s transfer immediately after the announcement, the transfer has not been cancelled,” the UN report said.

The 22-year-forward was paid approximately $607,000 per year by Juventus between 2018 and January 2020, it added.

He will receive more than $5 million over the next five years from his new team under a multi-year contract.

“The panel reiterated to Qatar the relevant resolutions concerning the case,” the report said.

The UN sanctions require member states to repatriate North Koreans working overseas, with a deadline to do so passing in December 2019.

* But the panel said “only around 40” nations had submitted reports on efforts to send back citizens.

South Korean lawmakers spoke to reporters Friday after a briefing from the country’s National Intelligence Service. According to the Associated Press, one of those lawmakers, Ha Tae-keung, quoted the NIS as saying Kim is showing “excessive anger” and taking “irrational measures” over the raging pandemic. Those measures are said to include the executions of at least two officials—one who was held responsible for the falling exchange rate, and another who is said to have violated government rules stopping goods from being brought in from abroad. Kim is also said to have banned fishing and salt production, apparently in a scientifically dubious effort to prevent seawater from becoming infected.

LONDON (Reuters) - Suspected North Korean hackers have tried to break into the systems of British drugmaker AstraZeneca in recent weeks, two people with knowledge of the matter told Reuters, as the company races to deploy its vaccine for the COVID-19 virus.

The hackers posed as recruiters on networking site LinkedIn and WhatsApp to approach AstraZeneca staff with fake job offers, the sources said. They then sent documents purporting to be job descriptions that were laced with malicious code designed to gain access to a victim’s computer.

The hacking attempts targeted a “broad set of people” including staff working on COVID-19 research, said one of the sources, but are not thought to have been successful.

The North Korean mission to the United Nations in Geneva did not respond to a request for comment. Pyongyang has previously denied carrying out cyberattacks. It has no direct line of contact for foreign media.

AstraZeneca, which has emerged as one of the top three COVID-19 vaccine developers, declined to comment.

The sources, who spoke on condition of anonymity to discuss non-public information, said the tools and techniques used in the attacks showed they were part of an ongoing hacking campaign that U.S. officials and cybersecurity researchers have attributed to North Korea.

The campaign has previously focused on defence companies and media organisations but pivoted to COVID-related targets in recent weeks, according to three people who have investigated the attacks.

Cyberattacks against health bodies, vaccine scientists and drugmakers have soared during the COVID-19 pandemic as state-backed and criminal hacking groups scramble to obtain the latest research and information about the outbreak.

Western officials say any stolen information could be sold for profit, used to extort the victims, or give foreign governments a valuable strategic advantage as they fight to contain a disease that has killed 1.4 million people worldwide.

Microsoft said this month it had seen two North Korean hacking groups target vaccine developers in multiple countries, including by “sending messages with fabricated job descriptions.” Microsoft did not name any of the targeted organisations.

South Korean lawmakers said on Friday that the country’s intelligence agency had foiled some of those attempts.

Reuters has previously reported that hackers from Iran, China and Russia have attempted to break into leading drugmakers and even the World Health Organisation this year. Tehran, Beijing and Moscow have all denied the allegations.

Some of the accounts used in the attacks on AstraZeneca were registered to Russian email addresses, one of the sources said, in a possible attempt to mislead investigators.

North Korea has been blamed by U.S. prosecutors for some of the world’s most audacious and damaging cyberattacks, including the hack and leak of emails from Sony Pictures in 2014, the 2016 theft of $81 million from the Central Bank of Bangladesh, and unleashing the Wannacry ransomware virus in 2017.
